ADF Housing Entitlements – DHOAS, HPAS & HPSEA
Defence Housing Entitlements
Fortunately for Australian Defence Force (ADF) members, there are multiple housing entitlements available that enables these members and their families to achieve home ownership. Available to members and veterans, these entitlements come in different forms, including lump-sum payments, loan subsidy and reimbursement.

Years of experience in property investment paired with a background in the ADF has enabled us to understand these entitlements in detail and share how to best maximise their benefits. Each entitlement is separate to another, however they can be grouped into two general categories 
– ‘assistance to purchase’ (HPAS/HPSEA) and ‘assistance to repay the loan’ (DHOAS).

  • Defence Home Ownership Assistance Scheme (DHOAS)

    DHOAS has two elements - a loan subsidy payment and a lump sum payment. To be able to access DHOAS, you need to have served in the ADF within the last two years, completed a Qualifying Period of Service and accrued a Service Credit. After you have completed this qualifying period, you then need to accrue an entitlement, known as a Service Credit, to access DHOAS subsidy assistance which is equal to your total years of ADF service minus your qualifying period. You can receive DHOAS for as long as you have a Service Credit and a DHOAS home loan into which your subsidy can be paid, and you meet the conditions of the scheme.

  • Home Purchase Assistance Scheme (HPAS)

    HPAS should be looked at like it’s the First Home Owners Grant (FHOG) for the ADF.  It’s in addition to what you would receive from the FHOG. You’re going to receive money from the State Government and then you are going to receive money from the ADF as well. HPAS is payable only once during your ADF service. You may be entitled to assistance with your initial home purchase if you meet the conditions set out and have had no previous entitlement.

  • Home Purchase or Sale Expenses Allowance (HPSEA)

    Basically, the HPSEA is founded on the principle that you should not be penalised or denied the privilege of living in your own home because, you are serving your country. As compensation for the ADF posting you all around the place, you are entitled to be reimbursed a range of fees and costs associated with selling your home and purchasing and occupying a new home in a new posting locality.

DAIMIEN PATTERSON
Daimien Patterson served in the full-time ADF from 1996 to 2010 and continues to serve in the Reserves. Whilst serving in the ADF he became a very successful property investor. Daimien grew up in the Western suburbs of Sydney. As the son of a single mother with four kids living in a working class community he went without many things as a child. He saw his mother struggle with money trying to raise four children and work full-time to support them.
