Home Purchase Assistance Scheme (HPAS) Guide for ADF Members

The Home Purchase Assistance Scheme (HPAS) is a vital resource for Australian Defence Force (ADF) members seeking to purchase their first home. Below is a concise overview to help you navigate eligibility, financial benefits, and the application process.

Eligibility Criteria

To qualify for HPAS, you must:

  • Be a member of the Permanent Forces or a Reserve member on continuous full-time service for at least 12 months.
  • Purchase a home in your current or next housing location following receipt of a posting order or similar work agreement.

Occupancy Requirements

  • If the home is under construction, you must meet occupancy deadlines based on ADF requirements.
  • If the home is already purchased, occupancy must align with the timeline in your new location to ensure timely utilisation of the benefit.

Financial Benefit

  • HPAS provides a payment of $16,949 (pre-tax), offering substantial financial support.
  • If the home is purchased with a non-resident family member, the benefit is prorated accordingly.

Repayment Conditions

  • Repayment may be required if the purchase falls through for reasons unrelated to service obligations.
  • Provisions exist for claiming reasonable costs if delays are caused by service-related issues.

Application Process

Steps to Apply

  1. Complete and submit Form AC970 for HPAS or Home Purchase or Sale Expenses Allowance.
  2. Submit your application through the Defence Protected Network (DPN) Forms portal or ServiceConnect on DPN.

Extensions

  • Extensions of up to 12 months are available for delays beyond your control.
  • Approval for extensions is subject to the ADF Delegations team.

HPAS serves as a crucial support in facilitating ADF members’ entry into homeownership. By understanding and adhering to the eligibility criteria and application procedures, members can ensure they maximise the benefits offered by HPAS.
