Home Purchase Assistance Scheme (HPAS): What It’s Really Designed to Do for ADF Members
The Home Purchase Assistance Scheme (HPAS) is one of the most commonly misunderstood ADF housing entitlements.
As outlined in The Unofficial ADF Property Guide, HPAS exists to assist ADF members with some of the incidental costs associated with purchasing a home, particularly when that purchase is linked to service requirements such as relocation or posting.
What HPAS does not do is improve the quality of a property decision.
This distinction is critical.
ADF members are often highly capable, decisive people. When an entitlement is offered, it is natural to assume it should be used. But the book is clear: entitlements are not instructions. They are options.
HPAS can help cover costs such as legal fees or other purchase-related expenses. That assistance can reduce short-term pressure and make a transaction easier to complete. However, easing pressure does not change whether the property itself is in the right location, in the right phase of the market cycle, or aligned with the correct purpose.
The guide repeatedly reinforces this lesson throughout Chapter 4:
Support does not equal strategy.
Using HPAS to justify buying a property simply because you are posted to a location can lead to the same mistake many ADF members make—buying where they live instead of buying where the market fundamentals are strongest.
HPAS works best when it supports a decision that already makes sense.
Used in isolation, it can quietly encourage rushed or reactive choices.
