The Home Purchase Assistance Scheme (HPAS) is a vital resource for Australian Defence Force (ADF) members seeking to purchase their first home. Here’s a concise overview to help you navigate eligibility, financial benefits, and the application process:

Eligibility Criteria

To qualify for HPAS, you must:

  • Be a member of the Permanent Forces or a Reserve member on continuous full-time service for at least 12 months.
  • Purchase your home in your current or next housing or family benefit location, following a posting order or similar work agreement.
  • Meet occupancy requirements, which vary depending on whether the home is under construction or already purchased in a new location.

Financial Benefit

HPAS offers a payment of $16,949 (pre-tax). This amount is prorated if the purchase is made with a non-resident family member. If the purchase falls through for reasons not related to service obligations, repayment may be necessary. However, reasonable costs can be claimed if delays are due to service-related issues.

Application Process

To apply for HPAS or the Home Purchase or Sale Expenses Allowance:

  • Complete and submit Form AC970 via the Defence Protected Network (DPN) Forms portal or ServiceConnect on DPN.
  • Extensions of up to 12 months are available for delays beyond your control, subject to approval from the ADF Delegations team.
